Whizzing is the practice of moving metal around on the surface of the coin with a dentists drill or dremel tool and a fine wire brush. In the hands of an expert, it is VERY difficult to detect, but in the hands of an amateur, it looks like you would expect.

There's a guy at my local coin shop who always has a bunch of Walkers for sale on the BST board. They all look the same: very shiny, with no frost on the devices and therefore, no difference between the devices and the fields. MY! are they bright!!! Butt ugly to all but him - he thinks they look great and can't understand why nobody bids more than melt for them.
The auction referenced in this thread reminds me of this "style" of coin. Went for $811 !! There's one born every minute...

edited to add: the PVC damage is the LEAST of that coins problems IMO.
