"Presidential Review" is ONE person deciding the grade of a coin that was graded by concensus.
No different than if I passed it around to my collector friends and then graded it myself. Just another way to toss one's money in the toilet. Unless, of course, you're one of the heavy hitters in the biz who has HRH's ear on a personal level.
HRH has explained in the Q&A forum exactly how the presidential review process works, and he stated that he does not decide the grade on any coins submitted for this service.

As I understood his answer, HRH would personally examine a coin sent in under the presidential review service and if he felt the coin was worthy of an upgrade, he would express this opinion to the graders. If at least 2 graders graded the coin higher after review, it would then get an upgrade, but HRH is not involved in the actual decision to upgrade the coin.
yep right the boss send word down from the ivory tower that a coin is under graded. which graders are going to say I think the boss is nuts that isn't a higher grade. I bet graders are yes sir men/women.

A number of you guys are being unfair to PCGS here - there are MANY coins which get submitted under Presidential Review by big customers, and, which do not get upgraded, whether David Hall likes them (the coins or the dealers) or not.
On the other hand, PCGS has shown a willingness to upgrade certain coins which they feel merit the grade changes (again, whether David Hall likes them or not).
Not everything is a conspiracy and the "big boys" don't necessarily receive special treatment. I have seen many cases where "the little guy" does as well as or better than "the big guy".
Mark, that was my point, what difference does it make whether David thinks they should upgrade. I have gotten loans shoved my way over the years by bank presidents to take another look at. The truth is they aren't bank presidents because they have keener insights in how to make a loan or whether a loan should be made at all. I am sure PCGS is no different the grade is up to the professional graders not the president, as it should be. The point isn't to have him influence the grade but to screen out some obvious POS coins.
Mark I telling you right now if you ever want to work at PCGS or anyone else you have to stop thinking like that. people do what the boss says to do or no paycheck next week. you been working for yourself to long.

First and foremost, it gives customers a place to come to get some attention and/or vent.
Second, it gives HRH a way to monitor how PCGS is grading. By personally seeing the coins people feel they messed up on, he can get a first hand view of the graders' effectiveness.
Third, it is a procedure to correct mistakes actually made in the grading process.
The best "Presidential Review" is from some of the Members right here, on this forum! I know I've had Mitch (Wondercoin) look at some of my coins and his opinion I trust much more than sending them into D. Hall. Mark Feld is another individual, I would imagine having spoken with him, if you approached him with a coin or two would be pleased to give you his honest assessment and chances for upgrade. I've seen him do so for a (former) member here. Many others here specialize within a Series and are more than qualified to render a valid arguement and judgement for or against an upgrade.
We should capitalize on the brain trust right here on the Forums! I would think there are plenty of us who love to help others others out with their collecting goals and objectives.
