Addition of 2003 coins to Type Sets

I have recently been advised that I will be unable to add a coin to my Modern Type Set simply because it was minted in 2003. The criteria for this coin reads "any denomination (1986-Present)". I believe 2003 is the present!

I understand not adding current (2003) coins until December for Sets which require coins of each year, however I can not see this rule being applied to Type Sets!
