Okay, what gives?

Going through some 64 proof sets I had bought a while back, I came across this nasty looking quarter. I put it aside thinking I would give Georgie a bath. Well I did, and whatever it is doesn't come off!!! The reverse doesn't have a spot on it, yet this stuff seems to be a part of the metal itself. Any ideas what this is? Maybe I should put it into circulation..... imageimageimage

    Ugly toning or possibily water(moisture) damage?

    It's known as milk spotting. It's caused by poor rinsing of the planchets at the mint, and it ain't coming off without sandpaper. That's one of the worst cases I've seen!

    Well, no big loss. Plenty of 64 proof sets around. I have 12 of them I haven't looked at in years, four have AH Kennedys in them.
