I think he is asking if anyone knows how many sets out of the original mintage were either returned to the Mint by the original buyer as unacceptable as well as the 150,000 + or - sets that the Mint later tried to sell in 3 yr sets - and then later withdrew & destroyed.
To the best of my knowledge - there is no way to answer this question accurately. At least based on the Mint records that are currently publicly available.
I believe the mint still doesn't "count" mint or proof sets until they are actually sold. Likely returned sets aren't deducted, however. This was changed back around '97 or so.

The mint destroyed many of these sets when they didn't sell well last year. There
are those who say that some of the '99 sets are tarnishing.
