Out of my 18 unopened (they were truly unopened) I had 18 AH Kennedys but all were average and below.

Seem like they are not as rare as one would think.
I bought 6 unopened proof sets last week and all 6 had Accent hair.
Maybe they saved the best for last.

Everybody seems surprised when these are found in groups. We shouldn't be. It makes perfect sense that a batch that originated from the same source might contain all coins struck from the first obverse die. Many collectors bought these from the mint in multiples and, if they ordered early, it would be logical to assume that they'd get 100% Accented Hairs.

I'd also note that nobody posts about the 10's, 20's and 100's of sets opened between these finds that contain nothing but garden variety coins.

In addition, just finding them is only a small part of the pursuit. Finding them in high grade is the really tough part.
