I guess you can do anything you want, but personally I've stayed with business strikes. I felt that as far as collecting was concerned, it would be more challenging to work on a business strike set, being that business strikes were not made for collectors and therefore, in my mind anyway, posed more of a challenge. As I got further and further into the series, however, I learned that the difficulties you find in putting together a top notch business strike set, are mirrored in many ways in the proof sets. So moral of the story, both sets are enjoyable and challenging, but I look at them as two totally separate sets. Putting in proofs for the 61-63P coins would be bending the rules a bit - but heck - as long as you enjoy it do as you will
if you have lets say a business strike set of franklin halve dollars, i would stick with all business strikes, if you would put proof coins within the set, they would look out of place with the other coins.
I've really don't have an interest in proof coinage in general (to each his own) so my Franklin Collection is composed of business strikes only (with one notable exception...thanks Frank ).

My collection of Frankies is business strikes only. I own one proof coin and don't intend to collect any more. I like the business strikes best. The series is longer and I feel it has more character than the proofs (just my opinion).
However, a really nice collection of toned Franklin proofs would be really cool.
About three years ago, I put together a top five business strike registry set, mostly PCGS 66FBLs. But I decided that I didn't really like them. The FBL concept and FBL price premium really bothered me. So, I sold them. Then I bought one type proof piece, and decided I really like the proofs. So, I put together an entire proof set which is now ranked 8th I think in the registry. I kept a few nice business strike pieces, but actually like the proofs better.
have a complete BU collection of business strikes in a whitman classic album and a set of 1955-1963 proofs in a capitol holder.. , the '55 in the capitol has slight cameos, BUT also a nice staple scratch, so I've also got a '55 in ngc pf67 to make up for it, and am shopping for the '50-54 proofs as well as a few selected upgrades in the business strikes. I agree with the other posters, Franklins are a great set to assemble and work on.... it was sooo nice to finally find the 1953-S in PCGS MS66FBL, crack it out, and poke it in the hole and slide that acetate slide over it!
