Neat card... that's a 1934 British-American Tobacco "Hints on Association Football" - the Chinese-language issue that parallels the John Player set from the same year. #18 of the series.

The back title is 足球 (多踢低球) - roughly "Football (kick more low balls)". The text is a coaching tip: saving time is one of the key principles of the game, so pass low along the ground where your teammate can handle it easily... use the inside of the foot for short passes, and never loft a high ball because it wastes time. Good advice in 1934 and still good advice now.

BAT redrew the Player artwork with Chinese players for this issue, which is why your guy doesn't match the Player version. From what I can find it's usually listed as a 48-card set (Player's is 50), roughly 62 x 36 mm, and it's one of the very few pre-war Chinese tobacco sports issues. Collector write-ups call it a lot scarcer than the UK set, though I haven't found a definitive catalogue listing to back that up... so treat that part as consensus, not gospel.

Good write-up with more on the set here: https://prewarcards.com/2021/03/14/1934-hints-on-association-football-set-among-only-chinese-pre-war-tobacco-sports-cards/
