I thought those handling and packaging the coins were all wearing cotton gloves?

It should have been "GSA Hoard".

In the 19th Century coins were sometimes counted by hand using counting boards. Take a sturdy, shallow wooden box with an interior opening that would hold ten coins across times ten rows down, with the lip of the box ten coins high. Quickly fill it by hand and you have exactly 1,000 coins. Dump them into a bag and repeat. Some coins would get fingerprinted, others not.

For Halves you do it twice to get $1,000 bag. Quarters four times, etc.

Not in CC in the 1880s, they weren't.

I'm assuming that never in history has an old fingerprint on a coin or mint related one been connected to a definite person.

Safe assumption, especially since fingerprints were first used for identification in the last 1889s.
