Tough to assign a grade from those photos. Need more lighting and need to be able to determine luster which is nearly impossible from the provided photos.
Altered surfaces, unc details.
My Collection of Old Holders
Never a slave to one plastic brand will I ever be.
I don't have access to better photos right now, but this is 17 P PCGS 66FB for comparison.
i have an opinion, you won't like it. i'll wait to see what more experienced forumites will say
I don’t see how to provide a meaningful opinion from those images.

I can’t grade it, but I can see enough that the surfaces are not original. The granularity looks an amateur whiz job.
As others have mentioned you really need far better lighting over the surface of the coin to get truly educated guesses. The early issues of the Merc series can have a far more granular look to them than most later issues, but even here we can't really tell what is going on with the coin.
In honor of the memory of Cpl. Michael E. Thompson
no one else thinks it looks over dipped?
I vote whizzed too.
Based on the images, the surfaces look unnatural.
It could be over dipped, cleaned, whizzed or whatever. But I don’t see how anyone could tell for certain from the images provided.

Cleaned AU.
anyway, a numerical grade is impossible from the poorly lit photos
Of the three, I’ll take uncirculated.
Superb collections are built more by omission than by addition.
Coins strike looks amazing especially the bands, regardless.
As others have stated, we need better pics. From those pics, it does not appear to have original surfaces.
all I can add to this mystery thread is that it seems FB.
Does not look FB but it is close. Otherwise cannot tell the condition of the coin. Request better photos. If no better photos then pass on this coin.
