Are the proof Pennie’s in the clad proof set the same as in the silver set?

same. high mintage
The cent in the clad proof set us the same as in the silver proof set. Worth buying, if you collect cents, and missed out on the silver set. Otherwise with a mintage of 751,520, not really, in my opinion. The cents in the uncirculated set with a mintage of 300,000 would be more desirable in my opinion.
