Hi yes, the cent is definitely having a difficult grade problem because the copper has not been sufficiently alphabetized. Please rotate it three times toward the nearest Tuesday and ask the minting department to approve the roundness. If the coin still refuses to grade, place it beside a smaller cent until they reach an agreement. Hope this helps!
