Holder, label, coin is the complete package. PCGS is the industry leader. I like to think they hire the brightest and the best. The "fix" is easy for the TPG as far as ebay is concerned. One might surmise from the wording they are NOT looking to authenticate the coin itself, since it had already been authenticated by 1 of the 4 approved TPGs. Which is why I asked my original question, and I assume this was your answer...
I'm not suggesting that the TPG hired by ebay needs to go over slabbed coin they inspect with a fine-toothed comb for coin authenticity. It's not reasonable to expect the "eBay team of professionally trained authenticators" to do that. I would be interested in some details about the "advanced technical equipment," they are claiming is being used to verify holder authenticity. Has a holder authenticator device been invented?
Several years ago I purchased an NGC graded Barber dime from a seller on ebay. The coin had been straight-graded as XF 45 and the ebay images gave me every indication that I would be receiving a solid, accurately graded coin for my money. On opening the package, however, I was shocked at what I saw. The holder, though genuine, showed evidence of being "compromised" and the coin contained within, even though it had XF details to my eyes, had obviously been cleaned. Without saying what I suspected about my purchase, I showed the piece to my wife and asked her what she thought about it. My "advanced technical equipment" wife, not a trained numismatist by any means, said without hesitation, "It looks cleaned."
Hopefully, ebay's holder authentication service will work out for buyers and sellers alike. The program has my best wishes.

The word robot comes from the Czech word robota, meaning forced labor, drudgery, or compulsory work. The Czech robota is related to the idea of a serf/peasant obligated to work for a lord, so “slave” captures part of the historical sense, but “forced laborer” or “servant” is more precise.

The point of the Authenticity Guarantee is to validate raw or graded coins that sell for >= the program threshold (currently $500). For graded coins, they only consider a certain list of TPG's that they accept as part of the Authentication Guarantee service. If you want to sell your raw penny -- ship it in a penny holder (or whatever else is secure to ship a raw penny) and when PCGS determines its authenticity, they will ship the penny to the buyer. And as a bonus -- you get to keep your CWP Holder for the next coin you wish to use it for...

So you glue it shut to prevent an unscrupulous buyer from swapping it out and doing a return. The Authenticity Guarantee program is even better because you can list NO RETURNS and when it goes through the Authenticity Guarantee process, the buyer cannot do a return. The beauty of the program is that the third party (PCGS for coins) has already authenticated what you sold, and they will take care of delivering it to the buyer. You as the seller are finished with the transaction as you will get paid and no longer have to worry about unscrupulous buyers -- it is a FINAL SALE, and the buyer can not file for a return.

When you list a coin for sale, you authorize eBay's Authentication Partner to inspect the coin when it's sold. Those are the terms you are agreeing to.

How many of the Coin World slabs do you have for sale? I think I would just choose another selling venue for that/those particular coins.
The Coin World Premier DIY slab is a high quality product that I was once able to buy in packs of 3 holders. I've bought them from Wizard store but last time I checked Wizard these holders show "out of stock" in the popular sizes like penny, nickel, dime, quarter, half.
I would add that the CWP holder can be glued closed so that the only way to get the coin out of this holder is to crack it. It's a security measure that I want to take to prevent returns where an unscrupulous buyer has swapped the coin I sent with one of lesser value. Want to return for refund, fine. Crack the holder, however, absolutely VOIDS the possibility of return for money back. My >$500 valued 1909-S penny in it's sealed CWP holder is the product.
You're kidding yourself if you think that would prevent a return or even swapping off the coin. I could just crack your holder, swap in a counterfeit, claim you sent me a counterfeit and I had to Crack it out to authenticate. [I can even show ebay YOUR comment on this forum that you have to remove it from the holder to authenticate. ]
You want to prevent problems, get it actually authenticate and use the service. Gluing a holder shut is a joke and just makes it harder on your customer if they want to put it in an album or send it in.

How is it a joke? The customer would need to crack out the coin anyway to "send it in." Sounds like you need to do some reading up on the rules regarding the kind of holder that needs to be used for coin submissions.

I would really throw the robot for a loop if I sent my $500 1909-S penny to my ebay customer in the CWP+hex holder which gives an additional layer of protection. Patent pending.

I don't care what you do. Read what I wrote. Gluing the coin in the holder will not prevent returns or scams. But it will make authentication hard. So leave the glue off and it'll be easier on everyone, including yourself.

I agree. My Coin World Premier slabbed 1909-S penny would be considered a raw coin. But would my slab need to be cracked to authenticate the penny so that it could continue on it's journey to the buyer? Even the resident ebay expert could not answer this question. Crack the coin out to authenticate then it becomes a SNAD...instantly. Instantly, through no action that I have taken as the seller.

The point of the Authenticity Guarantee is to validate raw or graded coins that sell for >= the program threshold (currently $500). For graded coins, they only consider a certain list of TPG's that they accept as part of the Authentication Guarantee service. If you want to sell your raw penny -- ship it in a penny holder (or whatever else is secure to ship a raw penny) and when PCGS determines its authenticity, they will ship the penny to the buyer. And as a bonus -- you get to keep your CWP Holder for the next coin you wish to use it for...

So you glue it shut to prevent an unscrupulous buyer from swapping it out and doing a return. The Authenticity Guarantee program is even better because you can list NO RETURNS and when it goes through the Authenticity Guarantee process, the buyer cannot do a return. The beauty of the program is that the third party (PCGS for coins) has already authenticated what you sold, and they will take care of delivering it to the buyer. You as the seller are finished with the transaction as you will get paid and no longer have to worry about unscrupulous buyers -- it is a FINAL SALE, and the buyer can not file for a return.

When you list a coin for sale, you authorize eBay's Authentication Partner to inspect the coin when it's sold. Those are the terms you are agreeing to.
If you suspect that an authenticator might want to inspect a raw coin outside of its holder in order to determine authenticity, well... you do the math.
