As long as eBay allows it, if people want to pre-sell or people want to buy from pre-sellers, I don't care.

I do not like how sellers can cancel sale and buyers can not even leave negative feedback (at least it used to be that way)

I can't think of a case where this is 100% true. I've had pre-orders fall through because the seller couldn't acquire the item as described (or so they claimed). There's also the chance that when the item does come for sale, the current market price is lower (e.g. gold spot drops significantly so the Mint order price follows suit, or as with the DC Superhero coins, the speculator market severely overestimated demand).
If people are willing to buy... so be it.
And if the seller cancels, you are out a total of $0. There's no monetary risk. The only real financial risk is for the seller if they go out and buy what they need and the price plunges.

It's definitely not a "scam". There's no risk to the buyer other than failure to receive the item. That's the same risk you have in trying to buy directly from the Mint and not being able to place an order. Is that a "scam"? People waaaaay overuse that word.

Either way to me, its just alot of hype
The only monetary risk for the buyer is his funds are tied up for a period of time and he may have to pass on other buying opportunities.

I don't believe in selling what you do not have. I will not purchase or sell anything on pre-sale listings.
I would be very upset if I ordered something pre-sale and a month later have the seller cancel the sale for whatever reason. Sorry, but this kind of marketing is not for me.
I never do it. But, even the Mint does it.
