Would this G$1 automatically get the "no L" attribution with all the services? You shouldn't have to pay for this right?

Just guessing, but I would say probably not.
I made a similar post on this topic a few years ago.
In general, Red Book major varieties can be submitted without any addition variety attribution fees.
For PCGS, if the coin on the CoinFacts "main page" for that coin type, it does _not _need variety attribution fee.
For example, for this coin, you can see "1849 No L" on this page.
On the specific CoinFacts page for a coin, if it is listed under "Major Varieties", no variety attribution is needed. If it listed under "Die Varieties", variety attribution is needed to get that info on the label (you may need to click "Show Related Coins and Varieties" to see this info).

For NGC, you can look at their VarietyPlus page and see if the specific coin variety says "No Fee" or "$20 Fee".
For CACG & ANACS, I don't know offhand how to tell which varieties need an attribution fee and which don't.
It's best practice to submit the coin with the proper coin number to make sure it gets attributed correctly. If you submitted this as an Open Wreath instead of Open Wreath No L, would it get noticed by the TPG? Maybe, maybe not.
ICG did not list the "small stars" variety on an 1838 dime, I had contacted them several times. It's unclear what their criteria are to list the Redbook automatically.

From my submission experience, if it is listed in the Redbook, or listed as a Major Variety, no additional fee is required. If it is a Die Variety, the fee is required, through PCGS.
