CACG or PCGS?
I like this coin as a 63
NGC
Strong MS63 IMO, but it would not surprise me if they called it 64.
I like 28-S Peace Dollars a lot.

Frosty, original, nice typical die crack for a 28-s, near gem but the hit on the cheek is a hindrance. I think PCGS and NGC will band those. Market grade: MS64.

My initial guess was based on viewing it on my phone. Looking on my desktop, I'll revise my guess to 63+ shot 64 (assuming that NGC used a plus designation back then).
NGC adds their own grade to coins in Redfield holders. Here’s an example:

The reveal -
I am in the 63+-64 camp. Stacking it against the only other graded 64 in a Redfield holder, its a 64. I submitted 5 Redfield Peace dollars to NGC and this was the most disappointing.
I did sub at economy level though, perhaps I should try regular service at a later date?
You shouldn’t be disappointed but I suppose that is typical of how it is here.

The grade seems reasonable. I would have guessed "MS-62 or better".
Once only, I have owned one of these where the NGC grade was actually higher - MS-66. Almost always, these otherwise seem to fall into the MS-61 to MS-63 range,
