My newest parking lot find. It appears to be a Medal

It's from the Pan-American Exposition World's Fair held in Buffalo, New York, from May 1 through November 2, 1901. The modified design appears to have been later incorporated in the 1923-S Monroe Commemorative Silver Half Dollar.
It was actually found on the ground. Is anybody familiar with it?

Yes, it's apparently gilt brass, HK-289.
The eye was added to yours.
In lower grades, they appear to sell for $40-80 on ebay.
