How so?
Double mint sets came from the mint housed in their original cardboard holders within an inner envelope. In the rush to put them in Capital plastic holders, the set pairs were broken up and the coins lost their value as being part of a double mint set.

That is a vintage circa-1964 holder, made under the anticipation that the coins would actually be released in 1964 and/or 1965..
