Need a little help. Is this a true mint error?

I came across this cent in a collection and I must admit I’m not sure just what’s going on with it. Would this be a mint error or PMD? If it is a mint error, what would it be called? Also what grade would it be?

Looks like a Struck Through Die Cap which would be an error.
