I’ll jump in and say I have no real clue, but since you asked…Proof 61? Proof Details (or impaired, or whatever we say for proofs).
Proof Morgans are always cool to see, even if I can’t judge them.
Not 100 percent sure but i don’t believe that is a proof…
Proof 60 details, harshly cleaned.
Edited to add: Based on the language used by PCGS, please allow me to change that to “PR Genuine Harshly Cleaned-UNC Detail”.

Not certain from the photos, but I am guessing that even I would find that cleaning to be harsh/unacceptable.
With the cleaning that harsh, shouldn't the grade be PR58 or lower, even if never circulated. Would appear to rub just as much detail as circulation. Hard to tell from photo, but assuming there are hairlines on Liberty like the fields.

Aren’t “proof 60” and “proof details” considered mutually exclusive grades? The former being a straight grade, and the latter not. I believe you are saying this is a details coin, so I find the numerical grade a bit quizzical.

Proof Morgans and dollars in general seem hard to grade as you see hairlines and you think "cleaned" as with the business issue coins. However many of the heavily hairlined dollars straight grade as PR62 for example. It is hard to image this coin, it has the mirrors and reflectivity where you can see substantial details at a distance. The same shop had a proof 1883 Trade dollar that looked suspicious with a squiggly line like a scratch but could very well be a struck through strand of cloth as it had more the shape of a long and thick thread than a "scratch".
Looks like a proof without question, Proof Unc Cleaned.

Oftentimes, those small fiber strike-thrus are evidence of proof strikes. Frequent hand polishing by cloth between strikes led to shed fibers that ended up between the dies and planchet.

The 1883 Trade dollar also has a significant scratch 1/4 - 1/2 inch in the fields that the store owner thought might also be mint made and I told him I could not think of how that would have happened and been allowed to leave the mint as these were true collector coins.
It looks much worse than PF58. I doubt it would straight grade, but if so, it would more like a PF50. Here’s a PF58 from my collection that I think is a solid PF58

I agree that the coin looks worse than the AU58 exmple you posted. But that’s largely due to the cleaning. Still, it has too much detail to grade 50, 53 or even 55, whether straight-grade or detail-grade.

I've seen plenty of proof Morgans with lots of hairlines. I'm assuming that the cleaning/mishandling would be too much for a botton level MS60 grade. Still pond like reflective surfaces unlike many of the others, certainly the AUs I've looked at.
I would grade it as “Pass” and move along.

Here’s a proof of mine…..mintage 250. Not high grade but filled my ‘want’ to have a proof Morgan.
