1967 Topps Rod Carew rookie card in PSA 8 condition.

This might be one of the worst PSA 8 high dollar cards I have ever seen. How did this even sniff an 8. Are PSA graders allowed to be smoking crack during working hours?

At least…it does not have print fish eyes in the nameplates.

Is the answer that the card was switched or was this a crack issue?

Your guess is as good as mine. Maybe it’s cracked? I did cert lookup, surprise no images on psa’s site.

This card does not even appear to be a 6. If not switched how did it get an 8?

As has previously been discussed, it’s “possible” the card is a replacement created by a nefarious organization many years ago. I’d tend to doubt it was originally placed in that holder. Is the entire slab visible in the photo? It should be easy to tell if one side of it was cracked open.
