The obverse has a "worked" sort of a look to me. From the initial pics of the reverse... can't tell, but could be PVC damage. Those spots look dark green to me...

The coin looks like it was cleaned perhaps harshly and the obverse and reverse don't match.

The debris on the reverse is black in nature. May simply be very aged PVC...
There's a fair bit of luster on the obverse around the stars and date with more on the reverse throughout motto.
Agree that the fields issues. Without the problems, I'd imagine it at 53/55, however a net low/mid XF is probably accurate.
