Who grades or encapsulates medals PCGS doesn't?

I won these in an auction last night. I'm thinking ICG maybe but was wondering if anyone here might have experience with it.
This is from the Franklin mint.
Not sure where this was minted.

I've seen a lot of medals in ANACS slabs.
I think they all do medals, but perhaps only if it’s something that they can attribute. Ask your favorite TPG.
ANACS may. However email them with pictures first. If you send it to them without asking, they will charge the entire grading fee, even if they simply look at it and decide they won't grade/holder it. I know. I found out the hard way. Also, getting a reply from customer service is a crap shoot. My last 3 emails to them over the past month to see if they will grade/holder something gone unanswered.
Also, I once had on of the Franklin Mint "Moon Medals". There has been some controversy if they actually contain space flown metal. I haven't looked in years, but you can probably find info on this by googling it.

NGC does a lot of these; ICG I've heard will even grade fishing hooks.
