These are supposed to be newly circulated I would like to know value I have several rolls

    Is there some reason you doubt that another person could get them for the same price that you paid?

    They're worth 25 cents each.

    1: As @MarkKelley brought up, those are semi-quincentennial quarters, not bicentennial quarters (bicentennial coins are from 1976)

    2: Seeing as these are normal circulation-issue coins that are still being made, while some people may pay premium of some sort, for the most part, these coins are just worth 25 cents.

    you might could get more than 25c each if you sold unopened rolls on ebay. check sold listings on ebay
