Looks like album toning, but since it is graded you should have your answer from our host who often leans towards AT.
Just not attractive to me.
They do tend to not like tight bands of rim toning, true.
I guess if it’s graded, then PCGS must have decided the toning is natural.

PCGS has an opinion. The question is... Did it grade? What do think the grade may be? Did they bodybag it for AT? Did they give it a point bump for color? There are many options, I'm just looking for other's thoughts because I think the coin is interesting.
MS65 no-FBL and I see nothing wrong with the tone.

Not necessarily, I had a cleaned 1917 DDO Lincoln with a True View even though it was XF cleaned (and on the back of the slab had the GENUINE DO NOT GRADE statement as usual). Fortunately, I got rid of that and found a nice MS64RB that was a little more.
Looks like toning from a PCI holder. I don't like the way those coins tone, but PCGS seems to straight grade them pretty consistently.

Sometimes these straight grade and other times PCGS gives them details QC.
I think this one was successful and received an MS 64.
Well hell. PCGS said no this time around. Questionable color... to all those that spotted the PCI toning effect, you were correct. I bought this off ebay last week just because I liked the look. I'll probably crack it and use it as my dansco type set Franklin.

Agree with PCGS. Did not like the dark areas.
Tarnished coins are simply not my thing. As time goes on they get darker. This is due to exposure to the atmosphere (coin preservation hand book). The really dark areas on the coin may have influenced them in their decision.

This isn’t necessarily true. If the tone on a coin is stable prior to encapsulation there is no reason to expect that it will darken in the holder.

lol (disagree) - How do you know the tarnish on the coin is stable? Are the holders air tight? Do they resist heat, humidity, biological attack?
From experience over decades I know toning gets darker or tarnish gets worse (in holders or not). Many in my coin club who are experienced investors, dealers concur with this. One guy gave a presentation on when long term material should be dipped if not liquidated for fresh material.
Regardless the coin did not make a straight grade.
There is in fact every reason to expect some change in the appearance of the coin in the OP over time. TPG holders are not airtight, so unless you are storing your coins in a clean room environment free of all moisture and airborne contaminates, they are changing. The environment coins are stored in will determine the rate of change.
As to the coin in the op the rev is nice enough but the obv has negative eye appeal for me.

I have coins that have been in flips for decades and are still brilliant white, toned coins that have been in holders for just as long and haven't darkened.

Many coins do stay stable for a long time. There have been some cases where toned Silver Eagles cracked from PCI holders and graded by PCGS kept toning (and getting darker). I believe that issue was specific to Silver Eagles and was shown by a person that collected them (he said he stopped crossing after that as they were more stable in the PCI holder).
