Something new on Ebay OR did I miss something
Is this the new return policy:
Seller does not accept returns. If the item you received doesn't match the listing description, your purchase may be eligible for eBay Money Back Guarantee if the return request is made within 3 days from delivery.
So, my question is, what if the coin is damaged? Will I be able to return it under the Ebay retun policy?

Unless it was described as such, yes. Actually, you could always return an item if you claimed it was not as described. The new policy just cuts the time frame down to three days.
OP, are you sure that isn't just for bullion/gold/silver coins? That change was discussed here a few weeks ago.
No, it was on a graded coin, many of the coins I'm looking at now have that
I will just have to limit my searches to dealers that offer returns.
I want to be able to return a coin if it has problems not seen in pictures or by fancy photo tricks

That thread says it applies to coins, bullion, and paper money.
I think that some people felt it was in response to bullion prices and fluctuations.
I can see where it would apply for bullion but not so much for coins

How often are graded coins (aside from details grade) typically found to have damage?
If you include milk spots on PR70DCAM as "damage" very often and not seen in photos
I consider it damaged
