PSA Vault listings on eBay

I love the ease of sending a PSA Vault listing directly to eBay. My problem is with listings that have a BIN and Make-Offer, there's no way to send a counter-offer to the buyer. If possible, I'd like the ability to send a counter-offer through my PSA Vault "Review Offers" page.
If that cannot be done, perhaps eBay/PSA can work out some verbiage on the MakeOffer window that the Seller cannot send a counter-offer. So make-it-count if you are submitting an offer...
In general, I'd like to somehow inform potential buyers on eBay (of cards listed by PSA) that a Make-offer cannot be negotiated. The Seller can only Accept or Reject the offer (or let the Offer expire, which is a delayed rejection).
