Double struck, partial collar second strike. I think. If anything. You may have a hard time getting them to agree with you.
Oh this is interesting. The area that looks like a partial collar strike would not have reeding unless it was first struck within the collar.

No, just the signature wheel scratch as on the neat coins that I find. The diameter is right.
