Question on HHL Limitations ?
A New semi-Q quarter will be released on March 27th... The HHL is 2 . Would it be possible to Receive 2 from both the "P" & "D" mint bags ? Or is this 2 and done ?

The limit is two bags for P and 2 bags for D. Also 2 for the 2 roll set of P & D.
This one has no mintage limit stated unlike the first one.

If I remember correctly, when it went on sale the Mayflower Compact had a different hhl, maybe 3?,maybe no hhl?. This is an example, like the American Women's Quarters, when the USM changed hhl, which some say never happens.
The Mayflower Compact also had no mintage limit stated, just a product limit.

Correct. To clarify, there was a product limit of 10 bags for P&D Mints and 3 rolls for the previous one and even for this one until very recently which is why they sold out so quickly. Now, there is none so I'd expect them to be available for a lot longer.

They likely won’t last long on release day (as ATS numbers at last check were identical to the Mayflower) but this one can, and will likely return to “add to bag” later.
Interesting. If identical, I wonder why they just don't put the product limit back on as they can always make more available later with no mintage limit anyway. Hypothetically, someone could order the full previous limit of 3,000 rolls in one shot.

If they put the product limit back on, they can not make more, at least as roll set available later on. With no mintage limit and no product limit, they have the option to make more rolls available later on. Someone could not order the full limit,whatever it matey be, in one shot because of the household limit.
This type of item generally has no mintage limit, because they are struck for circulation, the product limit is simply for a particular packaging/wrapper, box, etc. You could get these same quarters, as with the half dollars, at the bank. You are just paying for the special packaging, and the convience of obtaining what are known to be full mint fresh rolls from each of the two mints in one easy shot.
That's the difference though. The previous one (and this one till recently) had a household limit of 3 rolls and a product limit of 5,200 sets. The ATS number may be the same but I don't think these will be as sought after if more sets are produced later on (or at release between now and March 27) with an unlimited product limit. The Mayflower sets command a significant premium over issue price because of that product limit.
