Acetone will not remove epoxy. Epoxy is a two-part adhesive (resin + catalyst) and it is resistant to typical solvents.
Here is how you can prove it:
Subject the coin to a blowtorch until the epoxy burns off and the coin just starts to glow red a little bit.
Then drop the coin into cold water. Then examine the coin to see if the line is still raised or if it is just ash.
In the 2nd thread about this coin (thread no longer available), I said it looked scratched. Looking again, it does look like some raised foreign material, such as epoxy as dcarr suggests.
