That's a SIGNIFICANT discount to the Mint price, so I wonder whether or not it is legit, given that completed sales on eBay are still above $5100. No reason for any dealer to take such a hit. If you think it is there, it's an easy $500 flip.

It’s not necessarily dealers selling on PURE. It could be just average people. PURE has such low fees that sellers could have bought at original price and still make a bit of money.

Assuming not paying Ebay's $400+/- fee, yes an easy $500 flip :*

My ebay fee on a $5000 coin in the bullion category is $243. Your transaction fees on a $5000 coin using a CC are about $100-$150 and about $175 using PayPal.

Ebay remains the best bargain in retail.

Not if you have a store. There is also a TRS discount.

And if you don't normally have a store, your fees are $243 + $25 to get a store for a month.

Would an American Liberty High Relief be categorized as bullion?

Probably. It's usually a question of how close it sells to bullion which can be 20% to 40% depending on whose definition you use. NY has a specific definition in the sales tax laws. I'm not sure ebay has a specific definition. But you will see a lot of them listed there.
