Strong chance it would be rejected as AT. The encrustation on the reverse makes me suspect it was cleaned at one time.
The surfaces look strange to me especially in the fields. Almost like very dark toning on the verge of pitting was dipped off. Which also muted the luster considerably.
Though attractive, the coin looks AT to me.

I’ve seen walkers tone like that in the blue Whitman albums, but agree probably cleaned at some point. Can’t really tell about the surfaces for sure, but many of the walkers from the first two years had pebbly, matte surfaces. Not certain if that’s the case here or not.
A decent album coin, not worth submitting, in my opinion.
I would not spend the money to submit that coin.

I wouldn’t bother sending it in. It’s not worth it.

At first glance, the colors look a bit too pale to me, and generally off. Whether the colors are AT, the coin was cleaned (which led to the toning), or both, I'm not confident it would straight grade.
Pretty pastel toning but I also think our hosts will not look favorably on it. I'm seeing AU details and suspect toning... perhaps subsequent to a cleaning or dip. I'd put it in my album and find one already certified if you need to have one in plastic.

AU details. PVC….looks like it spent some time in a soft flip. Acetone bath. That’s likely the wrong assessment ( but I am going by feel)

Now that you drew my attention to it, and I'm on my laptop with a bigger monitor, I see a slight greenish hue. Not sure if it's PVC but it might have been the reason for the "cleaning or dip"... good eye!

I see it in the AU spectrum. I do have some concerns about the color and whether the image captures the coin. I think it is close to perfect for an album set.

The blue tone is likely a result of the blue Whitman folder.
Still not sure it’s worth submitting from a financial point of view, unless you just want it in a holder. That would be up to you.

I think the obverse looks more acceptable in the new pictures. However, the reverse looks more AT to me.

PCGS has sent me back more "Questionable Color" judgments than I expected to get in the last few years. I suspect they are upping their strictness since the onset of CACG grading, but that's just my suspicion and I don't have enough samples to make that assertion with strong conviction.
However, on this coin I feel like they'll strongly lean toward a details grade, and they make take the easy route by saying "environment damage" due to the marks previously mentioned or, perhaps, due to the divot above the "OF" on the reverse. Same outcome, maybe an easier path for the graders.
