Free testing ??
If a person buys silver or gold online, should that person expect a local dealer, that puts out over $1000.00 for a tester, to test their purchase for free.?

I think that would be solely up to the tester owner. I don't think a fee would be unreasonable. However if they are a good customer otherwise, the fee could be waived.
I would be embarrassed if I took someone's investment and labor for granted.
Why would a good customer buy somewhere else?
You'd have to ask him? I don't buy all of my numismatic purchases from one person.
P. S. I didn't say you "should" wave the fee, I said you "could" if he is a good customer. That too would be up to you. If he's not a good customer, it shouldn't be too hard to tell him there is a fee involved.
I don't think there is a correct answer, as both decisions are supported by reason. It's similar to if restaurants have a cup of free mints, while another has breath mints dispensed for 25 cents. One may have warm and welcoming business practices while another thinks logistically on how to make the most money.
When I was younger and brokering the purchase of a 100 oz silver bar, I was denied by a gold and silver shop when asking if they would help me test the one bar with their sigma. They claimed it was a liability issue, but I remember they had terrible customer service across the board. I had a small history with that shop, spending time with them and buying some of their coins, which is why their denial surprised me. I never went back to that shop after that.
Quickly testing a customer's metals would be little hassle to help someone out as a courtesy, and the perceived value goes a long way to build that relationship. If it were my shop, I believe I would offer that for free without a problem. It's a different story if we are talking about testing dozens of items or repeat work over multiple requests, for that is clearly added labor.

As a customer service professional for an Italian owned luxury good company, in my experience, generosity builds business. Boundaries must also be respectfully drawn as well.

I have at least 2 local dealers who have been kind enough to do that for me in the past (for gold).
I've appreciated it and told them so.

I gave a dealer $5 at the last PAN show to hit 2 gold maples for me with his XRF gun. They were still sealed in the RCM packaging which makes them harder for me to authenticate but I wanted them to stay sealed in the original packaging. I was glad to do it for my own piece of mind.
Personally, if I were a dealer I wouldn't mind testing for free as long as I knew that customer was going to give me some sort of future business. Testing for some random person off the street that was there strictly just to have me check them I would probably still do it at no charge, but I feel it is reasonable that a small fee would be expected.
