Error or Post Mintage Damage

Im trying to help my sons friend who’s 63 year old dad passed away. He had a small coin collection in the old blue Whitman holders. Just some old 90%, wheat cents, dateless Buffalo’s and this 60% of a Memorial Cent. I’m not sure if it’s a Planchet Error or after mintage damage. Any help would be appreciated.
