The Strike detail of Washington looks terrible which makes be think this is damage. Otherwise it looks like moved metal and copper core exposure like a delamination. There is damage on both sides, so I say someone abused this quarter.
Early in collecting your best investment is some good books, starting with the obvious, a 2026 Red Book and then specialty books depending upon your interests.

It has been damaged after it left the mint. In other words, it has post-mint damage (PMD). It is still worth a quarter though.
