I would like to see a better photo of the coin, as it is possible that it was struck on a gouged planchet. When this occurs, the gouge is partially "healed" back together by the striking of the coin (once you've seen a few examples, it has a distinctly different look than a post Mint scratch). Because a planchet gouge is present before the coin is struck, it will also pass through the devices of the coin without being deflected (as can happen when a coin is scratched post Mint). It appears there may be some indication of these features on the OP photo, but I'd like to see one or two clearer photos.
