Counterstamped, not a Mint error.
The value is one dollar.
That is a metal punch tool, consider it altered/damage and only worth 1$ face. That said it is an almost 50 year old obsolete currency and it would most likely make a kids day if you gave it to them. Consider that as an outlet

My advice is to read up on mint errors and get some knowledge.
The "Omega" Ike dollar.
The "C" is for counterstamp.
Sideways omega (fail).
Does the C go into the coin or raise up like the D it is inside?

I agree with post-mint damage. HOWEVER, I am pretty sure this is actually a collectable one.
It appears to be a casino counterstamp. I collect these on Morgan and Peace dollars but never bothered to pick up Eisenhower dollars with such counterstamps.
