Turns out everything is fine and they were quick to respond and resolve a misunderstanding on my part! I was trying to resolve a non issue it turns out but I appreciate everyone’s help.

I would reach out to PSA directly, explain the situation and be prepared to send the cards back to them for their error.
I don’t think you’ll be out of pocket a dime but maybe the time to ship.

In the spirit of capitalism, if the money hits your account, and then you get the cards back, I'd just put them on a shelf and wait for PSA reach out, if they ever do in the next 2 to 3 years!
Send them an email and request a direct number with zero wait time. Why should you suffer for their incompetence

Send an email to customer service on what happened so you have a record that you notified them and sit back and wait. Don't spend the money yet & keep the cards just as you received them - eventually, they will come a knocking.

This is correct. As he advised, keep the documentation on file, but also your time is money and their system is time-consuming to navigate. It is right for you to be honest and inform them of the error, but subsequently it should not be on you to spend more than a minimal/nominal amount of time sorting it out (without at least getting a PSA voucher or similar for your trouble). It is their responsibility to take the time to resolve it with you and make it as easy as possible for you, which will be them emailing you a pre-paid shipping label and request to send them back. Obviously do not sell the cards to anyone else in the meantime. PSA may have transferred the cert numbers to the new owner's registry by now, but if the buyer keeps the cards in the vault, then unfortunately they may never know that they don't actually have the physical items until/unless they eventually go to sell them and at that point find out that they need to start the recovery search.
Issue resolved! Turns out it was not cards but another package I was not expecting. I called PSA this morning about it and they were very helpful. I was on hold for maybe 2 minutes which is really quick service that I was very pleased with! So thanks to PSA for the help. Thanks to all the responses.
