The attached foreign coinage table stops at 1977 for the Philippines, but here we have a 1982 coin on a PI planchet
Is the pdf incomplete? (note - i'm assuming JS is correct) - did the below have help? - note: i see no entries for 1981 or 1982

You are correct regarding the Mint Error News 69 pg pdf ending with off metals dated 1980. I will look into that.
Regarding the 1982 scalloped off metal, the 5 Sentimos struck with the scalloped blanks were issued from 1979 thru 1982, so this off metal did not have help…
