They look like souvenir framed constitution replicas to me with small medals and limited edition language to make it seem more fancy. I have a very similar constitution replica, only not in a frame and without the medals, that I purchased in Fort McHenry in their gift shop when I was about 9 years old back in 1970 or so. I still have it somewhere, I always kept it with my coin collection and that’s why I know I still have it. I don’t think they are valuable, just that they are cool and nice to look at, and very patriotic. That one looks like they fancied it up and sold them for the bicentennial would be my guess.

These are novelties made by the Charleston Mint and signed (I don't know if it was signed by autopen or by a person) by their mint director. The US Constitution Bicentennial ran from 1987-1991 and these would date to about that time. The medals are 0.999 fine silver and each is a little under one-half troy ounce.
As far as I know, there is no collectible or aftermarket value attached to this item. However, the two medals combined are a little under one troy ounce fine silver and the piece as an entity (frame, facsimile Constitution, medals) would have some nominal value above the silver value. I think it would be tough to sell them for more than $75 per framed item, but you may find a buyer.

According to the label, 5000 were made. eBay would be a good place to sell it but shipping something that large and fragile would be expensive.

I usually just pull the medals off abs throw the rest away.
