Fake American Eagles on eBay

Why does eBay allow fake silver American Eagles to be sold on their platform? I have reported several obviously fakes (offered for $10-$12) and listed as composition “silver”.
Aren’t American Silver Eagles officially US currency, a $1 coin valid for use as a dollar if you want?

An ASE for $12, $19 or even $30 when silver spot is much higher? Red flag number 1. From China - Red flag number 2. So many bad reviews - red flag number 3.
The unfortunate thing is that many of these are sold and may later end up on other sellers listings where unsuspecting buyers will buy.

I guess part of my question is that even if they do say “plated” or even “replica” somewhere small in the listing isn’t it illegal to produce and sell an exact copy of US currency? ASE are a valid $1 coin that can be used as a $1 I assume.
I know you can buy “movie money” $100 bills etc but they clearly say “for motion picture use only” and “copy” etc all over them. The ASE’s that eBay allows are exact counterfeits. Would they allow exact copy $100 bills to be sold that do not say movie use etc?

replica ASE must have copy on them or they can't be on ebay
ebay doesn't remove the ones with copy on them. ebay doesn't remove the non-labelled ones with listings stating plated or similar

This was eBay response to reporting a listing for fake silver ASE…

We looked into your report and didn’t find the listing to be in violation of our policy. This determination was made by a customer service agent.””
I always get that canned response. I’d like to know the policy they are referring to.
The fed only protects paper. The U.S. treasury and U.S. mint have no authority or legal leg to stand on with counterfeits because it’s the FRNs that are sacred.
