1956 Franklin Half Dollar - Reverse Die Clash?

I posted this on another forum inquiring about the top right of the bell, I assumed it was doubling, but a user mentioned it looks to be a rotated die clash. Is there a definitive way to confirm this? Or does someone else have a differing opinion on what this could be? TIA.

    It does look like it is a die clash... but not necessarily a strong one. Not sure what the person meant by a 'rotated' die clash... looks like a normal die clash.
