PCGS Premier label question......

Is anyone familiar with the PCGS Premier label? Anyone have any info on them? I've seen them on Moderns and was wondering if they were available to everyone or if it was a special label for certain customers? Here's a pic of one:

    If you submit enough coins they will do anything.

    Premier label is a special label created for the HSN (Home Shopping Network)

    Nothing special or rare. Just another bulk submitters "special label"
