Not sure about the mint marks being the "deepest part of the die" (as suggested above) but there is something about them that seems to make them more prone to having strike doubling.
Interesting. I was unaware of the "high point" doubling which may cause only an isolated doubling. My references show a 64 RPM but none in which the 2nd "D" is above the prior mark. So it "strikes" me you are "doubly" correct. Thank you again.

Thanks IkesT. I should have added that nothing else on coin is doubled. Maybe just post-mint damage.
