2019 Saratoga Quarter Marks Obverse

I have seen these marks (on Washington's neck) a few times and was wondering if someone could tell me what makes them? Thanks!

    Those appear to be reed marks due to contact with the edge of another coin.

    The same marks are on the reverse to the left of 1777.
