I think it bounces around because it's based on an estimate determined by how quickly people log out once they are in. So your estimate can bounce up or down, not because people are cutting in front of you in the virtual queue, but because the average person at any given point in time is lingering longer than they estimated the last time they updated your front page. People can't possibly try harder than they did the last time, because literally thousands of orders were cancelled multiple times. The same thing will happen here, as long as there is both a secondary market premium and a HHL of 1.

The profit from these modern pieces of crap help pay for upgrades in my primary sets, otherwise I'd pass. In the past I only bought one of each coin except for the 2006 gold and silver sets. Trying to get home from my one errand, walk out the door of the supermarket at 11:23am and i notice that I've got a freakin' flat tire. By the time I got the lugs unfrozen, and tire changed, and back to the homestead, it was already well after 12 noon (12:47pm to be exact) by the time I got to my laptop, debating on whether to bother purchasing or not. Decided to give it a bid anyway, I signed on, the site confirmed I was human, NO wait room at all. I placed my order, and my order confirmation showed up in my email at 1:31pm. Not even close to the cluster**** for the Army privy (and likewise with the remaining 2 military privy marks). Ord # 19310XXX

TBD. Because the Mint did not "taken new measures to cull duplicate orders" only once. They had to do it over and over and over and over and over, over a period of several weeks, before they finally lifted the HHL and called it a day.
If you think people needed not one week, and not two weeks, but six weeks, to finally learn a lesson that they are going to carry over to future releases, more power to you. Let's see what happens with this.
If it doesn't sell out today, and the HHL is lifted tomorrow at noon, you might be on to something. If that happens, it might also be because this is not as popular as Army. So far, the Pinehurst bid says otherwise.
OTOH, whether or not it sells out, if the Mint does not lift the HHL, and if ATS keeps bopping up and down, then this is exactly like Army, and people are indeed wasting time. If not thinking anything will work, hoping that it might, at no cost to themselves. As I said, TBD.
