Why does the 1996 business strike ASE sell at a premium to the 2006 and later burnished ASEs?

Burnished ASEs have typically mintages far below the 1996.

    You can't always compare coins of different finishes because the collector base for each might be very different.

    In the case of the business strike 1996 SE, it's a matter of supply and demand. I had heard that someone had purchased a huge quantity of them back when they were issued and that limited the available supply. I'm not sure of the details or if it's even true, but someone will chime in, I'm sure.
