Question from my wife, the stamp expert. We are trying to determine the Scott number. She asks, is this an R60, is it R60b, part perf? Thank you in advance. We did look at the catalog, I'm just more of a coin guy.

Looking at the Scott catalogue that looks to be a plain R. 60, however, I'm also more of a coin guy.

Wouldn’t the top straight edge suggest that it’s only a partial perforation?
It could also be trimmed. The top edge does not look straight to me, but that could also just be the photo.
I think it’s r60c with straight edge on top. R60b is straight edge on top and bottom.
