quarterly PCGS Grading special features World Coins

The current quarter that ends 6-30-2025 features a grading special at the World economy level- I read it was pay for 4 and the fifth is free.
This one from the last time this grading special was offered.

To add some detail. Submit 5 coins, pay for 4. Multiples of 5 are OK, i.e. submit 20 pay for 16. Looks like there is no max but the form is limited to 20 with unlimited submissions. This is a good deal, IMHO.
"World Economy Special Guidelines:
Submission must contain five (5) coins or more.
For every five (5) coins submitted on one submission, you will be charged the grading fees for four (4); for example, if you submit 20 coins, you will pay the grading fees for only 16.
Offer is valid for Standard or Gold Shield service (cannot mix).
Special is valid for world (non-U.S.) coins only. U.S. coins are not eligible for this special (cannot mix).
Submission must be on a PCGS World Coin submission form.
Offer is valid for Economy service levels only.
Only one service level may be selected per submission form.
All add-on services other than Gold Shield are not included in this special; all other standard fees apply.
Minimum grades are not accepted.
Under the type of submission section, indicate the “Economy” box.

I'm about to submit almost 3 dozen coins but am confused on the price...
Submission PDF states that the Economy is $28
Online submission form states that each coin is $23
I would assume online price is more accurate or would I get charged extra $5 for paper submission?
It's a $175 difference between the two and I'd rather submit more coins if I can...
I believe 28.00 is correct and that price is inclusive of the Truueview which I believe is required on world economy submissions which is different than modern. I suspect if what I wrote is incorrect, it will be corrected by someone. Best of luck with your submission. I am working on one as well.

Yes, I have a number. so math is 28 x 16 (on a 20 coin submission) or 448 plus all the rest of the handling, etc.?

Coins under $300 leaves a lot on the table. If they included Regular tier as well that would make it worthwhile
I stand corrected as it reads standard or gold shield is an option in terms of the economy submission. So it reads as if you have the $23 or $28 option

So the thinking is that PCGS just left out the Non-Gold Economy tier of the PDF.
I honestly think that line is a carryover typo from US guidelines. World requires TVs and is not available at $23.

I did not think that it could be a typo but my recollection is that World Economy requires a TrueView. It is also remotely possible that our Host could be revisiting this and giving submitters a choice.

It's $28 for economy gold shield, and it's required for coins minted before 1965.
Just used this for 20 coins, good to see a world quarterly special.

Just a lot of confusion for something that should be very simple...
I'm waiting for the last coin to arrive so I can send in my 3 dozen in and will see what they end up charging...

Well, just Love coins, period.
The last handful of US Economy have all been in the encapsulation stage within 30-40 calendar (not business) days and back to me in well under 2 months. I also took advantage of the world submission special last year (and will be doing it again this weekend), when they had it and submitted 30 coins, paid for 25.
I am not a Kool-Aid Drinker - just stating the facts. Now, going back to covid or just after covid days, I did wait 3-4 months regularly.
I also think the grading room has gotten very tight since CAC started grading., I have seen a big difference in the way theuyre grading and I am basing this analysis on just shy of 1000 coins graded in the last 15 months.
