1980 cent on silver blank

Found this listing on a major auction house. Really trying to figure out how it happened.
Last silver dimes were minted in 1964 and resumed with 90% silver in 1992-S proofs.
A silver planchette left over for 16 years??
Had to be mint shenanigans.

Back in 1968 my family vacationed from Detroit to Ste. Anne du Beaupre, Quebec. When we got to Ottawa my Dad wanted to see the War Museum but I said “Drop me off at the Mint.” I went in and a tour group was just leaving the reception so I joined it.
The Mint was terribly busy trying to replace the .500 fine 10 cents and 25 cents with pure nickel, and there were uncovered bins of planchets and coins everywhere, including the corridors we were walking down. I still had my American pocket change with me, and for a few seconds I was tempted to toss a Jefferson nickel into a bin of 25 cents planchets and just walk away, but I didn’t.
Here’s the last one I remember seeing go through. Different coin number (by 1 number) on the cert submission from yours.

What would something like that go for?
Looking for PCGS AU58 Washington's, 32-63.
The MS 65 sold for $9,310.00 in GC.
There are (2) in MS 64 NGC.
I sold both of the MS 64’s.
One is reappearing in Heritage as mentioned above.

I can imagine more explanations now, but i was thinking back to the ngc sub. consecutive numbers. and had 2 but not all 3
In the past I believe the US mint has produced coins for other countries, so that is always a possibility.

I thought of that too but in 1980 there were no foreign coins struck by the U.S. mint for other countries on a 2.5 90% silver planchet.
That's not to say the planchet was from another year, but I kind of doubt this theory.
